PROGRAM OVERVIEW | Shenzhen University established its Law Department in 1983, which was restructured into the Law School in 1997. Renowned legal scholars such as Gao Mingxuan, Li Zepei, and Dong Likun have served as leaders of the department and school. Over the past forty years, the institution has cultivated nearly ten thousand legal professionals for Shenzhen and the nation. The school adheres to the principle of moral education and focuses on the quality of talent cultivation. It leverages its disciplinary strengths and characteristics to serve the comprehensive governance of the country according to the law and local legal practices. It has made strenuous efforts in the fields of foreign-related and Hong Kong and Macao-related rule of law, economic and social legal systems, intellectual property, and technology law. It has made due contributions to implementing the "one country, two systems" policy, advancing the Guangdong-Hong Kong-Macao Greater Bay Area strategy, and promoting Shenzhen's construction as a demonstration area for socialism with Chinese characteristics and a model city for the rule of law. In May 2021, the Central Committee for Comprehensively Governing the Country According to the Law's "Opinions on Supporting Shenzhen in Building a Demonstration City for the Rule of Law under Socialism with Chinese Characteristics" clearly proposed: "Support Shenzhen University in building a high-level law school and strengthen the theoretical and practical research on the construction of a city governed by law." The development of the school has thus entered the national planning level, with high attention from the Ministry of Education, the Ministry of Justice, Guangdong Province, and Shenzhen Municipality, providing an excellent policy environment for disciplinary development. The construction of a high-level law school has been included in Shenzhen's key support projects. The school has a strong faculty with a good team configuration and a reasonable disciplinary layout. It has produced two of the top ten outstanding young legal scholars in the country and three of the top ten outstanding middle-aged and young legal scholars in Guangdong Province. Additionally, it has one Yangtze River Scholar from the Ministry of Education, two outstanding talents from the New Century, and one national leader in intellectual property. Seven people have successively served as presidents and vice presidents of the subject research associations of the Chinese Law Society. In recent years, young and middle-aged teachers have grown rapidly, with academic planning in line with the national agenda, outstanding teaching and research results, and have become the driving force for the vigorous development of the school. The characteristics and advantages of the school are: The geographical advantage in cultivating talent for foreign-related and Hong Kong and Macao-related rule of law is prominent. International law is a key discipline at the provincial level, and it was the first to offer courses on Hong Kong and Macao law. In recent years, it has successively approved three provincial and ministerial talent training plans for foreign-related rule of law, and in 2023, it was selected as the "Foreign-related Rule of Law Talent Collaborative Cultivation Innovation (Cultivation) Base" by the Ministry of Education and was rated as the "Guangdong Province's Outstanding Collective in Foreign-related Rule of Law Construction". The research conditions related to economic development and technological innovation are superior. Focusing on the construction of Shenzhen as an internationalized and innovative city, it systematically layouts in key emerging areas such as digital economy, intellectual property, market mechanism optimization, and frontier technology applications. It aims at international frontier dynamics, with a continuous emergence of high-quality legal research results, a strong team overall, and strong development momentum. The strength of research on the Basic Law of Hong Kong and Macao and Hong Kong and Macao law is leading nationwide. It has two national-level think tanks for Hong Kong and Macao studies and eight other provincial and ministerial bases. The research results have been transformed in large quantities and high quality, making a positive contribution to maintaining the central government's comprehensive jurisdiction over Hong Kong and Macao, promoting the integration of Hong Kong and Macao into the national development, and promoting the connection of rules between Guangdong, Hong Kong, and Macao. 1.
